Method & materials
Concrete is designed by mix rather than by nominal proportion, with cube testing at the ages the specification requires and results kept against the pour they came from.
Containment bunds are built to hold the volume they are calculated for, with penetrations sealed — a bund that leaks is a bund that has not been built.
